Creation of Framework Agreements

Hello

I'm wanting to learn about creating Framework Agreements that my clients can use when purchasing. I've some experience of tendering through the OJEU and this did not involve Frameworks. I'd like to learn how to create frameworks for my clients that they can use when they wish without falling foul of any legislation. Frameworks that can be created to include all the key suppliers who can be asked to tender prices/offers with each other whenever a client decides the market is at its best. At the moment my clients are not using a framework agreement and so are to some degree limited in when and how fast they can put their supplies out for business, which could be very advantageous as prices can change very rapidly. I've seen a number of companies advertising 'masterclasses' and the like in procurement in Europe but do not have any commendations as to their worth. Has anyone experience of training organisations in the UK and can point me in a useful direction to learn more? And do you know of a detailed list of criteria/rules available anywhere that state clearly what must be done for a framework to be legitimate/legal ?

Hi,
I've found following information:

"Binding framework contracts concluded between a contracting authority and a service provider the purpose of which is to establish the terms, such as prices, quantities, conditions of supply, of services which may be ordered during a specified period, are public service contracts which must be valued in accordance with the Services Directive and awarded in accordance with its terms if the relevant threshold is attained."
